Health Forecast fuses six signals for every substantive file — churn, fan-in, complexity, issue load, single-author concentration, and test gaps — into a ranked view of where your system is most likely to hurt next.
The point isn't the number; it's the prescription. Each hotspot comes with the intervention that moves it: add tests to this path, split this file, add a second owner to break the bus-factor. Where a snapshot tool stops at diagnosis, the forecast tells you what to do about it — and later the Outcome Ledger checks whether it worked.
